     CBD Transit Transfer Facility; Yakima, WA

 

Hall Engineering has conducted a four part project for the City of Yakima.  Phase I involved determining the best location for the facility considering proximity to destinations, compatibility with surroundings, customer security, and opportunities for joint venture development.  The project accommodates 12 buses, provides customer shelters, and a drivers' lounge. 

 

Phase II services included preparation of an Environmental Assessment Report, appraisal of the parcels involved in the site, negotiations for purchase, and investigations of the site concerning contamination and asbestos, preliminary design, and cost estimating.  Phase III consisted of the final design and bidding.  The low bid was approximately 5% below the engineer's estimate.

 

Phase IV was construction surveillance.  During construction, there were unexpected problems with existing utilities which had not been installed to the current code and underground tanks not reported by previous owners.  Hall negotiated fair change orders with the Contractor for the extra work these problems created.
